Jakarta, TheIndonesiaPost – Following up on the results of a limited meeting with President Joko Widodo at the Bogor Palace last July 15, on Tuesday (7/21) morning South Sumatra Governor H. Herman Deru SH.MM (HD) immediately gathered all Regents / Mayors, his staff, and related agencies throughout South Sumatra at Griya Agung in order to give special directions. In his directive, HD stressed that the Regents / Mayor of South Sumatra immediately maximizes the absorption of the Regional Budget (APBD) during the COVID pandemic.
“My instructions are spending. Spend the money as soon as possible so that this Regional Budget can stimulate economic movements in the field,” HD said firmly after giving a briefing.
With this action, HD hopes that South Sumatra’s economic growth this year will still be close to 6%. However, he also warned that the economic recovery process should not leave the health protocol.
“All is severe but we are grateful (Alhamdulillah), according to BI data, South Sumatra’s economic growth is still stable at 4.98%,” HD continued.
However, HD does not dismiss the potential for a decline in economic growth if the Regent / Mayor does not immediately spend his APBD because this APBD is an important stimulant for the economy.”If you want to buy culinary, you have to have money. Well, if money doesn’t revolve, it’s just in cash, you can’t,” HD said.
Until now, he said, on average the regions had only spent 20-40% of their budget. Even the sector spent is still limited in the form of groceries shopping for assistance to the community.
“But the labor sector, the transporters, agriculture, what if only the sector is spent. This is what we must realize that the circulation of money from our cash is an economic stimulant,” he explained.
On that occasion HD also invited the Regent / Mayor to improvise. As long as there is nomens rea or kick back, he recommends the area to start shopping.
“The important thing is, there must be procurement, distribution, and recipients,” said Herman Deru.
To restore the economy in accordance with the direction of the center, HD ensures immediately poured the Regional People’s Business Credit (KUR). He has also involved the FSA, the Association of State-Owned Banks (Himbara) and even the South Sumatra Babel Bank (BSB). With an expectation of Rp4.4 trillion, the KUR quota for South Sumatra can be channeled to the maximum.
“Now this KUR is channeled 30%. Obstacles are the initial report inventory on debtor capon analysis. But we already have a successful model in Muara Telang Subdistrict, Talang Rejo Village, Banyuasin. We will make an example for other city districts,” added HD.
In the village it is clear that HD farmers have been able to get loans to banks. There, the Village Head assumed the role of guarantee. So that even without collateral farmers can use credit to process rice fields. Loans obtained vary greatly up to Rp. 20 million.
“In South Sumatra after the district level is finished, for KUR under Rp. 50 million if the analysis is clear, the business and method of payment and the potential payment are clearly clear that the Provincial Government is also willing to become a guarantor,” he added.
In the same place, Empat Lawang Regent Joncik Muhammad said he was very pleased with the initiation of the Governor of South Sumatra to summon all Regents / Mayors throughout South Sumatra today. Because with the direction to spend this budget, they are more confident in moving forward.
“With this directive, everything becomes clearer. As soon as we will follow up the Governor’s direction,” he said briefly.
