Complete vaccine and negative COVID-19 is a condition for being free from Overseas Travelers quarantine

Jakarta, The Indonesia Post – The COVID-19 Handling Task Force issued Circular (SE) No. 15/2022 which allows Overseas Travelers (PPLN) to enter Indonesia without quarantine but on condition that they have been fully vaccinated and are negative for COVID-19 in PCR re-examination upon arrival.

“For PPLNs who have been vaccinated with the second or third dose at least 14 days before departure, and get a negative RT-PCR result, they are allowed to do so. continue the journey,” said Head of the COVID-19 Task Force Suharyanto in a written statement received in Jakarta, Thursday.

The latest SE contains PPLN, whether Indonesian citizens or foreigners who come to Indonesia, are required to carry out an RT-PCR test at the entrance. For those who get a negative result, they can continue their journey, while if they are positive, they must quarantine.

When they have to wait for the RT-PCR results from the RT-PCR re-examination at the entrance, PPLN can wait for the results at the hotel, lodging accommodation, or place of residence.

While waiting for the results to come out, PPLN is not allowed to leave the place or interact with other people before being declared negative based on RT-PCR. For those whose results are negative, they are allowed to continue the journey and are advised to monitor their health independently for the next 14 days.

The same applies to PPLNs with special health conditions or comorbidities, so they cannot be vaccinated against COVID-19.

However, it is mandatory to include a certificate from the government hospital of the country of origin of departure. However, there are special rules for PPLNs who cannot be vaccinated or have just received the first dose of vaccine.

“If the vaccine is not complete, then it must be quarantined.

5×24 hours and PCR swabs at the time of entry and exit,” said Government Spokesperson for Handling COVID-19 Wiku Adisasmito.

PPLNs who have just received the first dose of vaccine at least 14 days before departure, must be quarantined 5×24 hours, even though they are declared negative based on RT-PCR during follow-up tests. Then, a second RT-PCR test (exit test) is mandatory on the 4th day of quarantine.

If the result is negative, then the PPLN is allowed to continue the journey by monitoring their health independently for the next 14 days.

In addition, there are provisions for vaccination for PPLN (WNI/WNA) who have not been vaccinated. PPLN can be vaccinated at the airport after the RT-PCR upon arrival or vaccinated at the quarantine site after the second RT-PCR.

For children aged 6-17 years, can be vaccinated at the airport or at the quarantine place. The thing that
the same applies to diplomatic/service residence permit holders, and KITAS/KITAP holders.

Previously, PPLN could only be vaccinated at quarantine places and only given to children aged 12-17 years.

“The current change is because Indonesia is able to provide vaccines for children over the age of 6 years,” said Wiku.

There are also additional rules regarding health insurance. For foreigners, it is enough to attach proof of ownership of health insurance including handling COVID-19 and medical evacuation.

The minimum insurance value is determined by the organizer, manager, or local government. Previously, the minimum coverage was equivalent to 25,000 USD or 20,000 SGD for PPLN entering through the entrance in the Batam and Bintan areas.

Meanwhile, the rules regarding PPLN specifically for travel, are removed and follow the general PPLN arrangements. Also removed, dispensation rules for foreigners. Because the quarantine obligation for PPLN with the second or third dose of vaccine is no longer enforced.

This latest Circular is an amalgamation of SE No. 12 concerning Foreign Travel Actors and SE No. 13 concerning Overseas Travelers Specially for Entrances to Bali, Batam, and Bintan. (ojn/bbs)
