Palembang, The Indonesia Post – Breakthroughs and innovations made by the Governor of South Sumatra H.Herman Deru apparently did not only reap sympathy from the community but also came from among national officials. The most recent is the Regional Program (Proda) that was initiated by HD recently to ease the burden on the people of South Sumatra getting land certificates.
According to the Deputy Minister of ATR / BPN RI, Surya Tjandra HD policy that will provide relief for making certificates for the people of South Sumatra is impressive. He gave the compliment after hearing HD’s information about the plan to provide a fee reduction for the certificate using the APBD for underprivileged residents in South Sumatra, as he had done when he became East OKU Regent.

This according to Surya Tjandra is in line with the challenges in the current implementation of Agrarian Reform. So, it needs to be coordinated across sectors which means that it needs the support of Ministries / Institutions (K / L) and the Regional Government.
He believes that through coordination between the central and regional governments can formulate a joint work program to support the achievement of the Agrarian Reform work targets.
Meanwhile, after opening the Coordination Meeting of the South Sumatra Province Agrarian Reform Task Force and virtually from the South Sumatra Provincial Command Center followed by the Deputy Minister of ATR / BPN RI, Surya Tjandra.
Herman Deru said that at this time many residents were eager to get a plot of land or a legal certainty namely a certificate.
But sometimes their knowledge or abilities are limited and the possibility of intermediaries makes the cost of making certificates larger.
“So I made the regional program (Proda). For the data, I will ask the Regional Office of the BPN to give us so that we can allocate funds immediately. We will also ask for DTKS data” said HD
As is known at present the cost of non-tax state revenue (PNPB) to obtain land ownership rights to a plot of land is approximately Rp.280,000. This fee according to HD’s plan will be subsidized by the South Sumatra Provincial Government for underprivileged residents and registered with DTKS.
“The province will finance it. But for work and administration, BPN,” added HD.
When this program is rolled out, HD hopes that Regents / Mayors across South Sumatra will provide support for BPN officials’ operations to the rural level. The hope is that if this is carried out well in stages, the entire South Sumatran community, especially poor people, can immediately have their land rights recognized by the state.
“It’s not just legal certainty, but this certificate can help their business. Because it can become a collateral requirement for banks to apply for credit and others,” he said.
On the occasion of the Rakor, HD also said that the task forces in each province in Indonesia had different problems. For example, in West Kalimantan, the HGU still expires but has not been extended.
“In South Sumatra, the HGU is different again but it has been extended but there are HGU products that still have problems. As is the claim of the community. Now we have to examine why these people have never stopped demanding for years,” added HD.
It could be that HD might be true what the community is demanding, or they have not yet received compensation. Problems like these that must be solved together.
“We really understand the central conditions in the COVID situation such as the refocusing and reallocation so that there are some policies that are reduced. But we make sure we are willing to run this regional program immediately,” he said. (jekk/rel)
