South Sumatra Legislative Council Listens to Governor’s Answers on Faction Views and Form of Special Committee Discusses 4 Draft Regional Regulations

Palembang, The Indonesia Post – After the LXI Plenary Meeting Agenda (61) Legislative Council (DPRD) Prov. South Sumatra (Sumsel) Previously, the factions presented General Views on the Explanation of the Governor of South Sumatra on 4 (four) Draft Regional Regulations (Raperda) Prov. South Sumatra (13/2/23). Today (20/02/23) the Leaders and Members listened to the Answers to the Faction’s General View of the 4 (Four) Raperda referred to and formed a Special Committee (Pansus) to discuss the Raperda in question.

LXI Plenary Meeting (61) continued in 2023 stage I discussions with the agenda for submitting responses and/or the Governor’s response to the general views of the South Sumatra Provincial DPRD factions led by Deputy Chairperson of the Prov. DPRD. South Sumatra; Hj. Kartika Sandra Desi, SH, MM who was attended by the Deputy Governor of South Sumatra; H. Mawardi Yahya, Regional Secretary; Ir. S.A. Supriono, Plt. Secretary of the Provincial DPRD South Sumatra; H. Aprizal, S.Ag, SE, M.Si, and was attended by representatives of OPD (Regional Apparatus Organizations) and other invited guests.

In his response the Governor conveyed, among other things, the following:
Raperda on Implementation of Environmental Protection and Management
The Governor conveyed that he agrees with the suggestions of the Golkar Party Fraction so that the Provincial Government can cooperate with law enforcement officials to supervise and provide action against companies that carry out activities that can damage the environment, for that in the future we will approach related agencies and law enforcement officials so that this cooperation can run effectively.

Raperda on Regional Taxes and Regional Levies
Responding to the expressions of hope from the PDI-Perjuangan Fraction, the PKS Fraction and the Gerindra Fraction so that this Raperda can truly support legitimacy for efforts to maximize tax collection so that it can support economic recovery programs and have a concrete impact on tax revenue sharing to regencies/cities, we are in complete agreement and this This will be our concern so that the process of receiving regional taxes and fees is more transparent and accountable. For further explanation regarding the reporting, this can be done at special committee meetings.

Raperda on Plans for the Construction and Development of Housing and Settlement Areas for the Province of South Sumatra
Answering questions from the Democratic Party faction, we can explain that the RP3KP drafting process has gone through a comprehensive study of housing problems and needs, in accordance with existing theories and methodologies and set forth in an academic text that was discussed with related elements and parties before the RP3KP Raperda was proposed.

Raperda on Amendments to Regional Regulations Concerning Spatial Plans for South Sumatra Province 2023 – 2043
Answering several questions from the Nasdem Party faction that the drafting of this draft regional regulation has been carried out by considering all aspects and interests in a holistic, integrated and systemic manner as a forum for establishing spatial functions for development and counteracting spatial planning issues as a program through analysis and evaluation studies which the process is carried out in a transparent, aspirational and accountable manner towards development needs (existing) as well as plans for the next 20 (twenty) years so that it is expected to accommodate all interests in order to realize development goals in P
province of South Sumatra.

Responding to the statements of the Golkar faction and PAN faction regarding the not yet optimal utilization of fixed assets and requesting that the Provincial Government seriously take care of and manage fixed assets so that they can play a role in increasing Regional Original Income, we can explain that currently the Provincial Government is still conducting an inventory and mapping of assets Collaboration and leasing with third parties, including the former General Sudirman Road Health Laboratory which is currently rented by Alfamart, as the office of the regional technical implementation unit for the forestry service km 3 rented by PT. Kimia Farma, Assets of a former rice warehouse on Jalan Bai Salim which are rented out for restaurants and there are other assets that have been collaborated with other parties.

After Reading the Governor’s Responses to the General Views of the Factions read by the Deputy Governor of South Sumatra; H. Mawardi Yahya and was received by the participants of the plenary meeting, and the plenary meeting was continued with the formation of the Special Committee and at the same time selecting the leadership of the Special Committee until the Plenary Meeting ended with the signing of the Decree of the DPRD Prov. Sumsel regarding the formation of the special committee, the draft decree had been read out in advance by Plt. Secretary of the Provincial DPRD South Sumatra; H. Aprizal, S.Ag, SE, M.Si.

The Special Committees that have been formed will conduct discussions and research on the draft regional regulations in question from 21 February to 2 March 2023, whose discussion report will be presented at the Plenary Meeting on 3 March 2023. (ojn/ril)
