South Sumatra Legislative Council Forms Special Committee to Discuss Governor’s LKPJ for 2022

Palembang, The Indonesia Post – Five Special Committees (Pansus) Legislative Council (DPRD) Prov. South Sumatra (Sumsel) was formed to discuss the Governor’s Accountability Statement Report (LKPJ).

The Special Committee was formed after the Leaders and Members of the Prov. DPRD. Sumsel listens to the Introductory Speech on the LKPJ of the Governor of South Sumatra for the 2022 Fiscal Year at the LXIII Plenary Meeting (63) of the Prov. DPRD. Sumsel with the agenda of Submission of the Introductory Speech LKPJ Governor of South Sumatra TA. 2022.

Plenary Meeting LXIII (63), Monday (27/03/2023) chaired by the Chairperson of the DPRD Prov. South Sumatra; Hj. R.A. Anita Noeringhati, SH, MH, with Deputy Chairperson of the Prov DPRD, Sumsel Hj. Kartika Sandra Desi, SH, MM and H. Muchendi M, SE were attended by the Governor of South Sumatra; H. Herman Deru, Representatives of Regional Apparatus Organizations (OPD) and other invited guests.

Chairperson of the DPRD of South Sumatra, Hj.R.A. Anita Noeringhati, SH, MH revealed that what was being carried out today was a mandate from Law Number 23 of 2014 concerning regional government which states that regional heads are required to submit reports on the administration of regional government, reports on accountability and a summary of reports on governance. “Furthermore, Article 71 paragraph 2 states that the LKPJ accountability report is submitted to the DPRD once a year no later than 3 months after the end of the fiscal year,”

In his introduction, the Governor of South Sumatra conveyed two important parts, the first part is the 2022 development priorities and development performance achievements and the second part is about the realization of regional financial management.

The development priorities of South Sumatra for 2022 and their achievements are described as follows:

1. *Accelerating the Reduction of Poverty and Stunting*

In 2022 the poverty rate decreased significantly by 0.84 percent, compared to 2021. The decline in the prevalence rate of stunting was significant from 24.8 percent in 2021 to decrease by 8.2 percentage points to 18.6 percent in 2022.

2. *Development of the people’s economy through increased agricultural productivity, investment, industry, trade, MSME and tourism*

South Sumatra has succeeded in carrying out economic recovery efforts by increasing economic growth from 3.58 percent in 2021 to 5.23 percent in 2022.

The realization of the inclusive economic development index for South Sumatra in 2021 was 5.97 percent, an increase of 0.42 percent compared to 2020 which amounted to 5.55 percent, while the national one increased 0.46 percent, points from 5.54 percent in 2020 to 6.00 percent year 2021.

3. *Development of Quality Human Resources and Achievement*

In 2022 province. Sumsel succeeded in increasing the Human Development Index (IPM) from 70.24 points in 2021 to 70.90 points in 2022.

4. *Equitable Development through Improvement of Basic Infrastructure and Connectivity, Environmental Preservation and Disaster Management*

The achievement of basic infrastructure in 2022 has increased significantly, as can be seen from the achievement of households that have access to proper sanitation of 85.67 percent, an increase compared to 2021 which amounted to 77.29 percent, proper drinking water in 2022 amounted to 85.08 percent increased compared to 2021 which amounted to 84.70 percent. Etc.

5. *Optimizing reform, bureaucracy and security stability*

The Province of South Sumatra has made efforts to improve the quality of public services, this is evident from the 2021 “very good” (A) category public service award. The 2022 score will be given by the Ministry of Administrative and Bureaucratic Reform and Bureaucratic Reform in March 2023. In 2022 security and order is well maintained. This can be seen from the zero conflict conditions in South Sumatra that will last in 2022.

Then the Governor of South Sumatra conveyed the realization of regional financial management that had not been audited as a form of APBD performance.

Based on data that has not been audited by the Supreme Audit Agency (BPK) as of February 2022, the provincial revenue target. South Sumatra Rp. 10,634,451,400,140.00, realized Rp. 10,235,849,833,278.70 or 96.25 Percent. In terms of regional spending, there is a target of Rp. 10,426,397,636,784.00 realized Rp. 9,663,635,876,750.69 or 92.68 percent.

Meanwhile, in terms of regional financing, regional financing receipts were realized in the amount of Rp. 151,946,236,644.00 realized Rp. 151,894,033,565.14 or 99.97 percent. Meanwhile, the realization of regional financing expenditure amounted to Rp. 360,000,000,000.00, a realization of Rp. 202,357,225,474.00 or 56.21 percent.

There is an excess of budget financing (SILPA) for the 2022 fiscal year of Rp. 521,750,764,619.19.

In addition to the sources of APBD Prov. South Sumatra development in South Sumatra is also carried out sourced from APBN funds and Co-Administration Tasks (TP), Prov. Co-Administration Tasks. South Sumatra in 2022 is Rp. 147,451,953,000.00 with physical realization of 97.40 percent and financial realization of 96.77 percent. Meanwhile, the Regency/City assistance task is Rp. 20,962,464,000.00 with physical realization of 98.76 percent and financial realization of 96.77 percent.

After listening to the governor’s explanation, the plenary meeting was followed by the procession of signing the decision of the DPRD Prov. Sumsel regarding the formation of the Special Committees, the draft of which had been read out in advance by Plt. Secretary of the Provincial DPRD South Sumatra; H. Aprizal, S.Ag, SE, M.Si.

The Special Committee will conduct discussions and research on LKPJ for the Governor of South Sumatra in 2022 with related partners from March 27 to April 6, 2023, the results of which will be presented at the Advanced Plenary Meeting on April 10, 2023. (ojn/ril)
