Palembang, The Indonesia Post – After the Special Committee (Pansus) submitted its report which concluded that it was able to understand and accept the Governor’s Responsibility Information Report (LKPJ) for Fiscal Year (TA) 2023 and formed a team to formulate LKPJ recommendations at the LXXXI Plenary Meeting (81) on Thursday 4 April, today (22 /4/2024) the LKPJ recommendation formulating team submitted their discussion report.
The LXXXI Plenary Meeting (81) continued with the agenda of submitting recommendations from the South Sumatra Provincial Legislative Council (DPRD) regarding the 2023 Governor’s LKPJ, chaired by the Chair of the Provincial DPRD. South Sumatra; Hj. R.A. Anita Noeringhati, SH, MH, accompanied by the Deputy Chair of the South Sumatra Provincial DPRD; Hj. Kartika Sandra Desi, SH, MM attended by Acting. Governor of South Sumatra; Dr. Drs. A. Fatoni, M.Si and Regional Secretary; Ir. S.A. Supriono, OPD Representatives and other invited guests.
Before listening to the report on the discussion of the LKPJ recommendation drafting team, the Chair of the South Sumatra Provincial DPRD explained the composition and other matters relating to the drafting team in question:
_..Based on the Decree of the Leadership of the DPRD of South Sumatra Province Number 183 of 2024 dated April 4 2024, a Recommendation Formulation Team has been formed consisting of 13 (Thirteen) people consisting of 4 (Four) members of the leadership of the council and 9 (nine) people who came from each faction’s delegates. “The recommendation formulating team has worked to summarize, harmonize and formulate recommendations from each special committee report and will present the results of their recommendations at a plenary meeting today,” explained the Chair of the South Sumatra Provincial DPRD_

In the discussion report of the Provincial DPRD recommendation team. South Sumatra read by Ahmad Firdaus Ishak, SE., M.Si included the following:
*1. GOVERNMENT SECTOR*
1. To ensure the smoothness of the inspection process (annual audit) carried out by the Indonesian Financial Audit Agency (BPK), it is hoped that internal coordination will continue to be carried out at each OPD so that in the future the audit can run on time in accordance with our shared expectations.
2. For the South Sumatra Provincial Government to ensure that budget implementation is in accordance with statutory regulations so that incidents of non-payment of PNS TPP and other activities do not happen again in the future.
3. Specifically for the DPRD Secretariat, it is necessary to re-inventory the members’ personal room equipment so that there are no differences in the type and quantity of items available with the inventory list, especially for members who will be retiring.
*2. ECONOMIC FIELD*
1. Give appreciation for the several successes achieved by the Department of Agriculture and TPH for the 2023 Fiscal Year, one of which is that it is still among the top five (5) provinces with the highest rice production nationally, this cannot be separated from the support of the performance of the Agricultural Economic Improvement Assistance Officer (PPEP). ) which is spread across every village and district/city sub-district in South Sumatra Province, for this reason it is requested that the Governor of South Sumatra fulfill the need for a quota of district/city agricultural extension workers which has been reduced due to retirement, resignation/quitting or other things.
2. In order to further increase agricultural production in the future, the Human Resources (HR) capacity of PPEP personnel must be improved, for this reason we ask for the support of the Governor of South Sumatra to revitalize the existence of the Martapura Agricultural Extension Training Center in East OKU Regency.
3. The SIBENIH, SISULUH and SIBEJAJO applications must be socialized intensively so that the benefits can be felt by the farming community.
4. In 2023, the actual distribution of subsidized fertilizer in South Sumatra will still experience a shortfall of around 50% of the quota, so it is necessary to increase supervision in the distribution of subsidized fertilizer to the community by the relevant OPD.
*3. FINANCE*
1. In managing Financial Assistance Funds to districts/cities, BPKAD must create standard SOPs and stipulate them in a Governor’s Regulation concerning Distribution Requirements and Activity Implementation Report Formats so that they are uniform for all regions for smooth, effective and efficient and optimal implementation of the South Sumatra Governor’s Financial Assistance Program.
2. In order to optimize Regional Revenue from the Regional Tax sector so that the South Sumatra Province Bapenda fulfills facilities and infrastructure by prioritizing the Regional Revenue Management Agency Technical Implementation Unit Office Development Program (UPTB PPD), because up to now there are still several Regional Revenue Management UPTB Offices in the Regency/ The city occupies rented shophouses, so this condition is considered not representative for UPTB as a management entity and regional income generator.
3. The Governor of South Sumatra to order OPDs in the ranks of the South Sumatra Provincial Government in carrying out activities such as training, socialization, meetings, seminars and so on, to use the Swarnadwipa Hotel facilities so that the Swarna Dwipa Hotel, which is a BUMD, functions as a producer. Regional revenue is able to compete, develops and advances and can play a greater role in Regional Revenue and the economic development of South Sumatra.
4. The Board of Directors of PT Swarnadwipa Sumsel Gemilang to further increase innovation in developing the business in order to improve the company’s performance, and immediately make improvements to the Graha Sumsel facilities in Jakarta and Mess Syailendra in Cisarua Bogor, considering that currently the facilities in both business units need repair and additional facilities. and infrastructure to increase occupancy which will boost the company’s performance so that increasing revenue will enable PT Swarnadwipa Sumsel Gemilang to contribute more to the Regional Revenue of South Sumatra Province.
5. Ask the Governor of South Sumatra as the largest shareholder of Bank SumselBabel to clarify the use of reserve funds from dividends that have been retained for more than 15 years and whether the Provincial Government receives dividend distribution on these retained earnings.
*4. DEVELOPMENT SECTOR*
1. The Department of Housing and Settlements should place greater emphasis on development that takes sides and has an impact on the interests of the poor, such as programs for building toilets (bathing, washing and toilets) and clean water, building flats, building cheap houses, building footpaths, building retaining walls. , Construction of drilling wells in remote areas and other areas.
2. South Sumatra Province Water Resources Management Service (PSDA) to be able to budget for a sustainable flood management program, both by dredging watersheds, normalizing watersheds, and building flood control infrastructure (drainage) in districts/cities.
3. The South Sumatra Province Water Resources Management Service to further improve coordination with vertical agencies, namely the Sumatra River Center, in the context of handling floods and improving the water system in parts of South Sumatra.
4. The South Sumatra Provincial Government will immediately find the right solution to build a special coal road so that the resulting problems can be avoided and all coal mining actors can carry out activities without using public highways.
5. The South Sumatra Province Environment and Land Service should conduct an evaluation of the existence of factories and rubber and palm oil raw material management industries that are not in accordance with the City Spatial Plan so that they do not have a negative impact on the community.
*5. PEOPLE’S WELFARE FIELD*
1. The South Sumatra Provincial Government, in this case the South Sumatra Provincial Education Office, must program school funding that is fair and increases its effectiveness, namely by providing through PSB achievements to schools that have achievements with educational quality report indicators and affirmative PSBs for schools that have limited facilities. human resource infrastructure and network access.
2. The South Sumatra Provincial Government, in this case the South Sumatra Provincial Education Office, must find a solution to the problem of salary and welfare for honorary teachers other than P3K, which must be increased gradually and can be at least equivalent to the UMR if the workload is in accordance with the standards of Educators and Education Personnel (minimum 24 hours per Sunday).
3. The South Sumatra Provincial Government, in this case the South Sumatra Provincial Education Office, should provide assistance to underprivileged students through the South Sumatra Smart Card for underprivileged students who are in the lower middle class but do not get the Smart Indonesia Card.
4. South Sumatra Province Regional Secretariat’s Welfare Bureau to coordinate with related parties to activate the P2UKD and P2UKK account status so that the disbursement of honorarium for the activities of Village Religious Affairs Liaison Officers (P2UKD) and Village Religious Affairs Liaison Officers (P2UKK) runs smoothly as it should.
5. The DPRD of South Sumatra Province asked the Governor of South Sumatra in the upcoming 2024 Fiscal Year APBD Amendments to allocate a budget for the construction of the South Sumatra MUI Building, considering that currently the South Sumatra MUI does not have its own office building and is still renting it.

After submitting the report from the team formulating the LKPJ recommendations, it was continued with the signing procession of the South Sumatra Provincial DPRD’s decision letter regarding the recommendation which was given directly to the executive whose draft decision had been read by the secretary of the South Sumatra Provincial DPRD; H. Aprizal, S.Ag, SE, M.Si. and has been approved by the plenary participants first.
