Fractions of South Sumatra Legislative Council Presents General Views on 4 (four) Draft Regional Regulations Proposed Executives

Palembang, The Indonesia Post – After the LXI Plenary Meeting Agenda (61) Legislative Council (DPRD) Prov. South Sumatra (Sumsel) Previously the Leaders and Members of DPRD Prov. Sumsel listens to the Governor’s Explanation of 4 (four) Draft Regional Regulations (Raperda) of South Sumatra Province.

A total of 9 (nine) factions expressed their views on the Raperda referred to at the LXI Plenary Meeting (61) continued, Today Monday (13/02/2023), The Raperda is as follows:

1. Raperda on Implementation of Environmental Protection and Management

2. Raperda on Regional Taxes and Regional Levies

3. Raperda on Housing and Residential Development Plans for South Sumatra Province 2022-2024

4. Raperda on Amendments to Regional Regulations concerning Spatial Plans for the Province of South Sumatra for 2023 – 2043

LXI Plenary Meeting (61) Continuation with the Agenda for Submission of General Views of the Factions on the Explanation of the Governor of South Sumatra on 4 (four) Raperda Prov.Sumsel led by Deputy Chairperson of DPRD Prov. South Sumatra; H.M. Giri Ramanda N Kiemas, SE, MM accompanied by the Deputy Governor of South Sumatra; H. Mawardi Yahya, Plt. Secretary of the Provincial DPRD South Sumatra; H. Aprizal, S.Ag, SE, M.Si, Regional Secretary; Ir. S.A.Supriono, attended by representatives of the OPD (Regional Apparatus Organization) and other invited guests.

In General View the factions presented include:

– Hoping that the *Raperda on the Implementation of Environmental Protection and Management* will be able to become a solution. Firm action on company activities, especially companies that carry out illegal activities that cause environmental damage, and ask the South Sumatra Provincial Government not to easily issue permits that cause land conversion, ensuring that no there is another development process without strategic environmental studies and other documents related to the environment.

– Hoping that in the *Raperda on Regional Taxes and Regional Levies*, the Provincial Government will be really observant in exploring the potential for taxes and fees, one of which is the online business and service industry. Asking for an explanation regarding online motor vehicle tax payments via e-samsat whether socialization has been carried out to the public, and reminding them to seriously facilitate tax payments via mobile banking, through e-money and various other online applications such as electricity payments, PDAM Water and BPJS.

– In response to the *Raperda on Housing Development and Development Plans and Residential Areas for the Province of South Sumatra*, including asking the Provincial Government to return to maximizing cooperation with the private sector and developers in meeting the community’s need for subsidized and livable housing for the community.

– In response to the Raperda concerning Amendments to *Perda Concerning Spatial Plans for the Province of South Sumatra for 2023 – 2043* in the preparation of this RTRW the Provincial Government has not been optimal in utilizing the spatial information system and has not carried out good coordination between the provincial and district/city governments so that it is feared that there will be there is a discrepancy between the Provincial RTRW and the Regency/City RTRW. In addition to the need to optimize coordination with the city, what is also very important is the imposition of strict sanctions against spatial planning violations, so that if this Raperda is passed the Provincial Government must take firm action starting from written warnings, temporary suspension of activities, revocation of permits to restoration of spatial functions.

After the factions conveyed their general views, the Plenary Meeting was also suspended to further provide an opportunity for the executive to provide comments and/or answers from the Governor which will be presented at the Plenary Meeting on 20 February 2023 and at the same time be followed by the formation of Special Committees to discuss the Raperda in question.
