Jakarta, The Indonesia Post – Minister of Communication and Information (Kominfo) Johnny G. Plate said that the regulation of journalistic copyright (publisher rights) if it has been officially stipulated can maintain a more balanced media convergence.
“This is not to overcome dominance, but this is to build a convergence of the media industry, to keep the business field more balanced, so that we can live together which strengthens each other between conventional media and over-the-top new media (the new comer). OTT),” said Johnny when met by reporters in Jakarta, Monday.
He said that currently the Task Force Media Sustainability team has collaborated with Universitas Padjadjaran (Unpad) to compile an academic manuscript.
Previously, at the peak of National Press Day (HPN) commemoration last month, President Joko Widodo (Jokowi) had supported journalistic copyright regulations. At last year’s HPN, the President also gave directions for related parties to review regulations.
“Earlier in a meeting with the Press Council and the constituents of the Press Council, it (academic paper) still has several things that need to be perfected, hopefully in the next two weeks we can complete the academic paper,” said Johnny.
Furthermore, when the academic manuscript has been completed, Johnny said that his party will propose to the President to request the initiative for the proposed legal umbrella for publisher rights, including the choice of the legal umbrella that is most relevant to the existing legislation in Indonesia.
He said the legal umbrella related to publisher rights and digital media is spread across many laws (UU), including the Press Law, Broadcasting Law, Information and Electronic Transactions Law (ITE), and so on.
“Later we will see which legal umbrella we can resolve quickly but is also implementable or which can be implemented and has a strong legal basis,” he said.
Johnny said the next process will depend on the decision on the type of regulation chosen. If it is in the form of a law, both new laws and revisions to various laws, the government must coordinate with the House of Representatives (DPR).
“For now, the most likely technical option is in the form of a Government Regulation or a Presidential Regulation, this is what we are currently exercising. Well, the draft bill is in the form of two umbrellas,” he said. (mhn/bbs)
