South Sumatra Legislative Council Approves the Addition of 2 ‘Raperda’ in ‘Propemperda’ 2023

Palembang, The Indonesia Post – The Legislative Council (DPRD) of South Sumatra (Sumsel) approved the addition of two draft regional regulations (Raperda) proposed by the executive in the 2023 Regional Regulation Formation Program (Propemperda).

The approval was conveyed at the XL Plenary Meeting, Monday (30/1), with the agenda of explaining the Regional Regulation Formation Board of the South Sumatra Provincial DPRD regarding the Changes and Additions to the 2023 Regional Regulation Formation Program.

The inaugural plenary in 2023 will be chaired by the Chairman of the South Sumatra DPRD, Hj. RA.Anita Noeringhati, SH., MH and accompanied by deputy chairman of the DPRD of South Sumatra H. Muchendi Mahzareki.SE, attended by Deputy Governor of South Sumatra H. Mawardi Yahya and Regional Secretary, SA Supriono.

The two Raperda in question are the Raperda on the 2023-2043 Regional Spatial Plan for the South Sumatra Province and the Raperda on the Plan for the Construction and Development of Housing and Residential Areas for the South Sumatra Province for 2022-2042.

Before being approved, the plenary participants first listened to an explanation from the South Sumatra Bapemperda chaired by H. Toyeb Rakembang, S.Ag and delivered by the reporter Drs. H. Solehan Ismail.

According to Solehan, the executive is proposing three Raperda to be included in the Propemperda Amendment for the South Sumatra Province in 2023 to complement the previously set Propemperda.

“After going through a discussion meeting, the South Sumatra DPRD Bapemperda is of the opinion that two of the three Raperda proposed by the South Sumatra Provincial Government can be approved and have fulfilled the philosophical, sociological and juridical foundations to be approved in this plenary meeting to be stipulated in the decision of the South Sumatra DPRD to be changes and additions. Propemperda for South Sumatra province in 2023,” he said.

He also explained that one Raperda proposed by the executive, namely the Raperda concerning the Third Amendment to the South Sumatra Province Regional Regulation Number 5 of 2016 concerning the Establishment of the Sriwijaya Mandiri Mandiri South Sumatra Limited Liability Company, could not be included in the 2023 Propemperda Amendment because it still needed review and completeness of the files.

“With the approval of these 2 (two) Raperda, the Propemperda of South Sumatra Province in 2023 will total 11 (eleven) Raperda,” he said.

With details of the Raperda as follows:
A. Raperda Initiative of DPRD South Sumatra Province, namely:
1. Raperda on Preservation of Values, Culture, Clan in society.
2. Raperda on Utilization of River Channels and or Inland Waters; 3. Raperda on Arrangements for the Distribution and Allotment of Irrigation Water; and
4. Raperda on Protection and Social Welfare of the Elderly
B. Raperda Proposed Executive, namely:
1. Raperda on Implementation, Protection and Management of the Environment,
2. Raperda on Regional Taxes and Regional Levies,
3. Raperda on Accountability for the Implementation of the Regional Revenue and Expenditure Budget for the Province of South Sumatra for the 2022 Fiscal Year;
4. Raperda on Amendments to the Regional Revenue and Expenditure Budget for the Province of South Sumatra for the 2023 Fiscal Year;
5. Raperda concerning the Regional Revenue and Expenditure Budget for the Province of South Sumatra for the 2024 Fiscal Year;
6. Raperda on the 2023-2043 Regional Spatial Plan for the Province of South Sumatra;
7. Raperda on the 2022-2042 Plan for the Development and Development of Housing and Settlement Areas for the Province of South Sumatra.
The Chairperson of the South Sumatra DPRD, Hj RA Anita Noeringhati said, with the inclusion of these two draft local regulations into the changes and additions to the 2023 regional regulation formation program, this year 11 draft regional regulations were produced.

The eleven Raperda came from the right of the initiative of the Council of 4 Raperda and 7 Raperda proposed by the South Sumatra Provincial Government. (ojn/ril)
