Surabaya, TheIndonesiaPost – The pre-employment data collection program that is currently underway is proposed to use data from the regions not but the central data.
The proposal came from the Governor of East Java Khofifah Indar Parawansa. According to her, the region has a database of potential participants who are eligible to receive assistance. Not only that, Khofifah even claimed that it could make the program more effective and targeted if it used a regional database.
The data owned by the East Java Provincial Government and the district/city government are already valid. Among other things, data about workers who were laid off or laid off due to the impact of Covid-19, and data related to citizens aged 18 years and over who are not in school or college.
In addition, there were also complaints from regents/mayors in their regions who were worried that their citizens would not be accommodated as recipients of the Pre-Employment Card Program, because the registration system was only available online. Residents in the majority of areas still have limited ability to access the internet.
“Friends of the regent’s mayor also suggested, ‘ma’am, if the model is like this (online), [residents] we can’t, ma’am,'” Khofifah was quoted as saying from CNNIndonesia.
The proof, when opening 57 posts and in 16 points UPT Training Center in East Java, as a post of Pre-registration assistance services, found that there are still many people who do not know the registration mechanism online.
Based on the record of East Java Provincial Government until Monday (4/5), there were at least 45,092 workers affected by Covid-19. The details, who experienced layoffs of 5,348 people from 210 companies. Then for employees laid off 32,403 people from 556 companies.
Then for Indonesian Migrant Workers (PMI) from East Java, a total of 2,152 PMI returned due to contract expiry, 165 PMI were forcibly deported from the destination country of workers, 223 people with problems or layoffs, and 4801 people failed to leave for the destination country of work.
Similarly, the Governor of Central Java, Ganjar Pranowo, suggested that he could participate in the distribution of the Work Card, especially offline.
He also said this in a letter to the Ministry of Social Affairs and the Coordinating Ministry for Economic Affairs concerning the issue of distribution of social assistance and the Employment Card Program.
Ganjar revealed that many workers in Central Java had difficulty accessing the program due to several factors, ranging from the level of education to internet access.
“We suggest to the Coordinating Ministry for Economic Affairs that we help the difficulties. We will data them ‘offline’ and submit them to the center. The problem is that if all are done with an ‘online’ mechanism and only one route, many will have difficulties,” he said, quoted from Antara.
It is known, this Work Card Program was initiated by the central government to provide training as well as an economic stimulus for people affected by the Corona pandemic. For example, workers who were laid off and laid off. However, registration is only through certain sites. (rama/bbs)
