Palembang, The Indonesia Post – The South Sumatra (Sumsel) Legislative Council (DPRD) held the XII (12) Plenary Meeting of the South Sumatra Provincial DPRD with the agenda of changing and adding to the program for the formation of regional regulations for the South Sumatra Province in 2025 as many as 8 Draft Regional Regulations (Ranperda), consisting of 2 Draft Regional Regulations proposed by the South Sumatra Provincial DPRD’s initiative rights and 6 Draft Regional Regulations proposed by the South Sumatra Provincial Government, Monday (28/4/2024).
The plenary meeting was led by the Chairperson of the South Sumatra DPRD Andie Dinialdie accompanied by the Deputy Chairpersons of the South Sumatra DPRD H Nopianto and Ilyas Panji Alam and was also attended by the Governor of South Sumatra H Herman Deru, the Regional Secretary of South Sumatra Edward Chandra and members of the South Sumatra DPRD, Heads of OPDs and Services and invitees.
Spokesperson for the Bapemperda DPRD Sumsel Aziz Ari Saputra said that the executive has proposed to add five Draft Regional Regulations to be included in the amendment to the 2025 South Sumatra provincial draft regulation. Namely the Draft Regional Regulation on the Regulation of Water Transportation across bridges within the South Sumatra Province initiated by the South Sumatra Transportation Agency, the Draft Regional Regulation on the Implementation of Women’s Empowerment and Child Protection initiated by the South Sumatra Province Women’s Empowerment and Child Protection Agency, the Draft Regional Regulation on Design and Innovation initiated by the South Sumatra Provincial Research and Development Agency.
Then the Draft Regional Regulation on the Change of Legal Entity of PT Sriwijaya Mandiri Sumsel (SMS) to PT Sriwijaya Mandiri Sumsel (Perseroda) initiated by the South Sumatra Regional Secretariat’s Economic Bureau and the Draft Regional Regulation on the 2025-2029 South Sumatra Provincial Long-Term and Medium-Term Development Plan initiated by the South Sumatra Provincial Development Planning Agency.
Based on the results of a joint meeting with related agencies and institutions, it was decided that out of the five Draft Regional Regulations submitted by the executive, three Draft Regional Regulations were approved to be included in the additional Regional Regulation Formation Program (Propemperda) in 2025.
Meanwhile, the Draft Regional Regulation on the Utilization of River Channels and Inland Waters was also withdrawn from the 2025 Propemperda because it still requires further study regarding the management of river channels and inland waters.
“So the 2025 South Sumatra Propemperda consists of 8 draft regional regulations with details of two draft regional regulations initiated by the South Sumatra DPRD and six draft regional regulations from the executive,” he said.
With details of the two draft regional regulations initiated by the South Sumatra DPRD that were approved, namely the Draft Regional Regulation on the Regulation of Distribution and Allocation of Irrigation Water, the Draft Regional Regulation on Protection and Social Welfare of the Elderly.
Meanwhile, the Draft Regional Regulations proposed by the executive that were approved were the Draft Regional Regulation on Accountability for the Implementation of the Regional Revenue and Expenditure Budget of the South Sumatra Province for the 2024 fiscal year, the Draft Regional Regulation on Changes to the Regional Revenue and Expenditure Budget of the Province for the 2025 fiscal year, the Draft Regional Regulation on the Regional Revenue and Expenditure Budget of the South Sumatra Province for the 2026 fiscal year, the Draft Regional Regulation on the Implementation of Women’s Empowerment and Child Protection, the Draft Regional Regulation on Research and Innovation and the Draft Regional Regulation on the Long-Term and Medium-Term Development Plan of the South Sumatra Province for 2025-2029.
Meanwhile, the Chairman of the South Sumatra DPRD, Andie Dinialdie, explained that based on the explanation from the Regional Regulation Formation Agency (Bapemperda) of the South Sumatra DPRD, of the five Draft Regional Regulations submitted by the executive, three Draft Regional Regulations were approved to be included in the additional Regional Regulation Formation Program (Propemperda) in 2025.
While two Draft Regional Regulations, namely the Draft Regional Regulation on the change of legal entity of PT Sriwijaya Mandiri Sumsel (SMS) to PT Sriwijaya Mandiri Sumsel (Perseroda) have not been approved because a more in-depth review is still needed between the South Sumatra Provincial Government, in this case the Bureau of Economics, involving related parties regarding all forms of legal problems currently faced by PT Sriwijaya Mandiri Sumsel (PT SMS).
Then the Draft Regional Regulation on the Regulation of Water Transportation across bridges in the South Sumatra Province initiated by the South Sumatra Transportation Agency was approved to be withdrawn and not included in the 2025 Propemda, on the grounds that further study is still needed.
Meanwhile, two draft regional regulations initiated by the South Sumatra DPRD, namely the Draft Regional Regulation on the Preservation of Marga Cultural Values and the Draft Regional Regulation on the Utilization of River and/or Water Channels still need further study and adjustments to higher laws and regulations.
“So that the 2025 regional regulation formation program contains 8 draft regional regulations consisting of two draft regional regulations proposed by the South Sumatra DPRD and six draft regional regulations proposed by the South Sumatra Provincial Government,” he said.
According to this Golkar Party politician, based on the provisions of Article 37 paragraph 2 of Law No. 12 of 2011 concerning the Formation of Legislation and its amendments, the South Sumatra provincial legislative program must be determined by a decision of the Provincial DPRD. (ojn/ril)
