Palembang, The Indonesia Post – The 51st South Sumatra (Sumsel) Legislative Council (DPRD) Plenary Meeting with an agenda for submitting reports on the results of discussions and research on the accountability report for the implementation of the South Sumatra Provincial Budget for the 2021 fiscal year, on the third floor of the South Sumatra DPRD Building, Monday (4/7).
The plenary meeting was chaired by the Chairman of the South Sumatra DPRD, Hj RA Anita Noeringhati, accompanied by the Deputy Chair of the South Sumatra DPRD, Muchendi Mahzareki. The Governor of South Sumatra H Herman Deru, South Sumatra Regional Secretary SA Supriono, OPD and the invitees were present.
Spokesman for the Banggaran Agency (Banggar) of the South Sumatra DPRD, David Hadrianto Al Jufri (HDA) said there were several notes and suggestions that the South Sumatra Provincial Government should pay attention to in the draft regional regulation on accountability for the implementation of the South Sumatra Provincial Budget for the 2021 fiscal year.
The notes are, First, Banggar DPRD South Sumatra expects the South Sumatra Provincial Government in carrying out budget planning to be guided by applicable laws and regulations so that the achievement of physical and financial realization is more rational and the achievement of the vision and mission of the regional head can be carried out properly so that budget absorption is more effective.
Second, requesting the South Sumatra Provincial Government to immediately inaugurate the South Sumatra Province Regional Indonesian Broadcasting Commission (KPID) as a result of the selection test for compliance, eligibility as per the applicable laws and regulations.
Third, BPKAD and OPD have not improved asset management governance both in the process of recording, managing and securing movable and immovable assets and there are still many unclear assets of South Sumatra, in order to optimize the security of these assets so that OPD involves Satpol PP.
Fourth, for the Budget Financing Remaining Fund (SiLPA) for the 2021 fiscal year (TA) from all Regional Apparatus Organizations (OPD) and Commission II partners in the amount of Rp. 17,357,638,207.00 so that it can be returned to the OPD concerned so that it can be used for priority activity programs. people in the revised APBD for the 2022 fiscal year.
Fifth, at the end of the fiscal year, the South Sumatra provincial government always has debts to city districts in the form of profit sharing funds, motor vehicle taxes, and under-channeling taxes which are the rights of city districts in accordance with future laws and regulations so that the value of this under-channeling is minimized by paying the share city districts for motor vehicle tax receipts and until the end of December which can be distributed so that it does not become a silpa of the South Sumatra APBD every year.
Sixth, with regard to the BUMD PD Prodexim which is one of the assets of the South Sumatra Provincial Government, Commission III through Banggar questioned the progress of the completion of the status of PD Prodexim and the extent to which Commission III’s recommendations were followed up in the plenary meeting and the previous Banggar so that the governor formed a special team to research, investigate and evaluate the assets of PD Prodexim and conduct an analysis and inventory of the health level of PD Prodexim to be followed up with liquidation, merger or change of status.
The seventh is related to the results of the South Sumatran BPK RI report on the South Sumatra Provincial Government financial statements for the 2021 fiscal year which received Unqualified Opinion, to the South Sumatra OPD for which there were no findings in order to maintain their performance and the OPD who received findings to improve their performance so that it would not be repeated in the following year by complying with the deadline. 60 days to encourage third parties to deposit the findings of a number of regional treasuries according to the findings of the BPK RI so that they do not cause legal repercussions.
Eighth, for the Department of Public Works, Bina Marga and Spatial Planning of South Sumatra, the report on findings from the BPK RI examination should be followed up, especially on overpayments for volume shortages and fines for late work on the realization of the follow-up to the report on the results of Phase II, which was deposited 0.47 percent of the value of the findings so as not to become legal findings at a later date.
Ninth, PU Bina Marga and Spatial Planning, PU Perkim, PU Management of South Sumatra Natural Resources to immediately follow up on the BPK RI findings report by contacting the third party and if not followed up, it would be better to cooperate with law enforcement officials.
Tenth, so that Koni Sumsel responds to and follows up on the Letter of the Governor of South Sumatra No. 700/1361/Itda Province. IV. I/2002 dated May 9, 2022 regarding the follow-up to the results of the examination of the BPK RI representatives of South Sumatra on the 2021 financial statements at the South Sumatra Provincial Government in Palembang, there were findings and recommendations for accountability reports to Koni grant funds whose use was not in accordance with the regional agreement text of Rp. 665,000,000 (billion).
Eleventh, Banggar DPRD Sumsel urged the Regional Secretary of South Sumatra to order the Inspectorate to conduct an external audit of the Koni Sumsel budget, which is largely inconsistent with the RKA and the use of sports funds is not appropriate.
Twelfth, the South Sumatra People’s Welfare Bureau for grant funds for the 2021 fiscal year of Rp. 17,603,665,000 (billion) was realized Rp. 3. 200,000 (billion) this is due to a change in the regulation of the Minister of Home Affairs regarding grants and the administrative quota for receiving grant funds is not fulfilled until the end of time and the Covid-19 pandemic so that many activity schedules have changed so time is limited.
Thirteenth, for hospitals that have become special organizations, proud to ask in the future to further improve services both for the community and optimize BLUD funds for the progress of hospitals by using BLUD funds.
The Governor of South Sumatra H Herman Deru appreciated the plenary meeting.
“This is a real effort to realize good governance in the administration of the state which is carried out transparently and professionally, responsibly in accordance with the applicable provisions in Regional Financial Management,” he said.
Herman Deru said Discussion and Research with related partners, so that discussions on the Draft Regional Regulation on Accountability for the Implementation of the South Sumatra Province Regional Budget can be on time according to the schedule that has been set.
“The results of the discussion and research of the commissions that put forward several suggestions and corrections to the Plenary Meeting that have been submitted to this, will be a separate note for us as material for improvement to be used as an improvement in the Raperda concerning Accountability for the Implementation of the South Sumatra Provincial Budget for the 2021 Fiscal Year and in the years to come,” he said.
“Therefore, I see that the joint decision on the approval of the Raperda regarding Accountability for the Implementation of the 2021 Fiscal Year APBD is a manifestation of the similarity of views between the executive and the legislature in the context of shared enthusiasm and determination towards “Advanced South Sumatra for All,” he concluded.
