South Sumatra Legislative Council Complains about Hospitals in Palembang Still Asking for BPJS Health Cards When Treating

Palembang, The Indonesia Post – Members of the Legislative Council (DPRD) of South Sumatra (Sumsel) Electoral District (Dapil) 1 Palembang held a recess at the South Sumatra Health BPJS office on Jalan Kol H Burlian in front of Siti Fatimah Hospital Palembang, Monday (21/3).

The recess this time was led by the Chair of the South Sumatra DPRD, Hj RA Anita Noeringhati, accompanied by other members of the South Sumatra DPRD, Mgs Syaiful Padli, Kartak Sas, H Chairul S Matdiah, Dedi Sipriyanto, Prima Salam.

Also present were the Deputy Directors of the BPJS Kesehatan Region for Sumselbabel Siti Farida Hanum and her staff.

Hj RA Anita Noeringhati questioned the policy of a number of hospitals in Palembang who still questioned the BPJS Health card when seeking treatment at the hospital in addition to being asked for the National Identity Number (NIK).

“How come the BPJS card is still a requirement for treatment, I mean BPJS will make definite regulations, don’t let us talk later like what you said earlier that there is no need for a BPJS Health card, it turns out that in a different hospital, I experienced it myself, the BPJS Health card was asked,” she said. .

In addition, the former Deputy Chairperson of Commission V DPRD South Sumatra also questioned BPJS Health’s policy regarding people who do not have a Family Card (KK) because they do not have a marriage certificate, while the condition for making a KK must have a marriage certificate.

“Yesterday, I suggested that the residents of my electoral district should try to apply for an Isbat for Marriage which will later be made into a marriage certificate, and this in the community, especially the city of Palembang, our constituency is still large, this must be given a temporary solution, they don’t get together because they have had children and grandchildren, they just don’t there is a marriage certificate, this is the problem,” she said.

The former chairman of Commission IV of the South Sumatra DPRD sees BPJS Health as an institution appointed by the government to implement JKN, while BPJS Kesehatan sees himself as too rigid in carrying out its duties.

“If we are late in paying premiums, we are not served but we pay premiums but we don’t get sick, that’s fine, but I mean if there are poor people who have not been registered because it turns out that from BPS during an audience with me, it turns out that the poverty list between BPS, Dukcapil and Social Services is not in sync, that’s why We have not budgeted all of the PBI budgets that should have been paid for by the APBD because we have not received the real data, we cannot budget for the amount that Mgs Syaiful Padli said earlier but it has not been verified because in fact this data for poor people is used as the basis for providing assistance for PKH, BLT and so on. because in the future there must be one data like you said earlier,” she said.

In addition, Anita hopes that BPJS Kesehatan has a discretion or policy if it is for the poor who receive a letter of poverty that there is leeway to be able to seek treatment even though they have not been registered with BPJS Kesehatan.

Meanwhile, Mgs Syaiful Padli asked BPJS Health if the meeting at the center what Hj RA Anita Noeringhati said according to him was the real condition on the ground that could be conveyed to the center.

“The fact is that in the field poor people are sick, I got whatapps for newborns, Rp. 21 million was charged at the Bari hospital in Palembang, he used KIS but the KIS card couldn’t be used because the KIS card was no longer valid, problems like this are not one or two cases, “If this is the case, people can die first, we want us to find a solution,” he said.

Responding to this, the Deputy Director of the Regional BPJS for Health Sumselbabel Siti Farida Hanum said that the authority for poor letters was in the Social Service Office and not in BPJS Health.

“Those who have not registered with JKN basically come to the Social Service, only the Social Service Office recommends it to BPJS,” he said.

In addition, he hopes that with the intention of the Governor of South Sumatra, which will collect the Dinsos, cities and provinces, everything can be resolved.

He admitted that his party in the field still met the puskesmas who asked for the BPJS Health card.

“So, we make sure that all health facilities don’t always ask for BPJS Health cards, just ask for their ID cards, but so far, people who carry ID cards, God willing, we will still accept, it’s still our homework,” he said.

Regarding poor patients who enter the hospital but do not have a BPJS Health card in the sense that they have not been registered with BPJS Health, according to Siti Farida Hanum, any hospital in an emergency condition is required by law to provide assistance first.

“So that JKN participants are still given the opportunity 3 x 24 hours working days to take care of their administration, it could be that their JKN card is stuck, so they can’t bring any data for identification, but whatever the story is, if you have access to health, you want to bring a card or not or registered or not. we serve first, so that later when the patient has entered, the administration will take care of it, if the community is not able to stay in coordination with the health office or social service to be included as BPJS Health participants, “he said.

In addition , he saw that all hospitals had understood their authority .

He emphasized that his party is only mandatory to receive data where the solution for issuing KK is not in BPJS Health.

“So maybe Dukcapil also needs to be recorded and data recording must be accelerated. So far, what has been said is mandatory in the future, we will have single data based on NIK, from the regions to the communication center with Dukcapil, we are actually quite intense in managing Dukcapil administration,” he said.
