Palembang Legislative Council Holds Plenary Session, Fractions Submit Notes on the Mayor’s 2025 LKPJ

Palembang, The Indonesia Post – The Palembang City Regional People’s Representative Council (DPRD) held its 8th Plenary Session of the Second Session of 2026, with the agenda of presenting the factions’ general views on the Palembang Mayor’s Accountability Report (LKPJ) for the 2025 Fiscal Year on Monday (March 30, 2026).

The meeting was chaired by Deputy Speaker of the Palembang City DPRD, Hari Apriansyah, and accompanied by Speaker of the Palembang City DPRD, Ali Subri. Also in attendance were Mayor of Palembang, Ratu Dewa, and members of the Regional Apparatus Organizations (OPD) within the Palembang City Government.

At the forum, each faction presented its evaluation and presented several critical notes on the implementation of local government programs throughout 2025. Public service and the effectiveness of OPD performance were of primary concern.

Palembang City DPRD Speaker Ali Subri emphasized that the factions’ general views are part of the legislative oversight function to ensure that development is more targeted and has a direct impact on the community.

According to him, the Regional People’s Representative Council (DPRD) will conduct a comprehensive assessment of the performance of Regional Apparatus Organizations (OPD), both those deemed suboptimal and those that have shown positive achievements. Synergy between the legislative and executive branches, he continued, is key to accelerating the development of Palembang City.

Several strategic issues emerged during the meeting, including ongoing flooding in several areas, the rise in unlicensed buildings, and traffic congestion on Jalan Kolonel H. Burlian, which are deemed to require comprehensive action.

In the health sector, the DPRD highlighted the significant spike in measles cases, which rose from around 70 cases in 2025 to 649 cases by early 2026. The factions requested preventive measures and more intensive handling of this infectious disease.

Furthermore, the sustainability of the National Health Insurance (JKN) Program was also a concern, particularly regarding the more than 100,000 participants who were deactivated as of February 2026. The DPRD requested clarity on city government policies to ensure public access to healthcare services.

The implementation of the Free Nutritious Meals (MBG) program was also discussed following reports of suspected poisoning at several locations. The council requested an evaluation of distribution oversight to ensure the safety and quality of the food distributed.

Waste management issues also came under scrutiny. With waste production reaching 1,500 to 1,800 tons per day, the Regional People’s Representative Council (DPRD) assessed that management at the Final Disposal Site (TPA) was suboptimal, primarily due to residents’ continued habit of dumping waste into rivers.

Regarding disaster management, the preparedness of the Fire Department was also evaluated. The DPRD encouraged improved response times, strengthened outreach on fire mitigation, and the provision of hydrants in vulnerable areas.

Equally important, regional budget management was also a concern, particularly the portion of employee spending, which reportedly reached 40 percent of the total APBD, exceeding the ideal limit of 30 percent. The DPRD requested rationalization measures to ensure a more proportional spending structure.

Discussion of the LKPJ (Large-Scale Financial Report) will continue to the next stage before the DPRD submits official recommendations to the Palembang City Government to improve governance and public services going forward. (rys/ril)
