The Indonesia Post – Governor of South Sumatra Province (Sumsel) H. Herman Deru symbolically received land certificates for the people which were submitted virtually at the Bina Praja auditorium of the South Sumatra Provincial Government, Tuesday (5/01/2020) afternoon which was immediately handed over by the President of the Republic of Indonesia Joko Widodo (Jokowi) at the State Palace.
Accompanying the Governor when receiving land certificates for the people by the President, this time the Regent of Ogan Ilir (OI) District Ilyas Panji Alam, Deputy Regent of OKI Regency H.M Dja’far Shodiq and Deputy Regent of Banyuasin H. Slamet Somosentono and Representatives from Prabumulih City.
As for the details of land certificates submitted by the President for the South Sumatra Province, this time there were 50 certificates for each OI Regency with 15 certificates, 10 certificates for OKI Regency, 15 certificates for Banyuasin Regency and 10 for Prabumulih City.
Meanwhile, the number of national land certificates submitted by the President of the Republic of Indonesia, Joko Widodo, this time is 584,407 land certificates to communities in 26 provinces and 273 districts / cities.
South Sumatra Governor H Herman Deru said the strategy to accelerate land certification is absolutely necessary. Because the policy will provide legal certainty to the community regarding the land parcels they own.
“In addition, the strategy of accelerating land certification will give confidence to each community,” he said in response to the President’s handing over of certificates this time.
Not only that, he continued, the certificate was expected to support the community’s economy. That way, people still feel the government’s concern.
“This can increase the economic productivity of the certificate recipient family. Because it can be used as business capital for the economy, “he said.
Meanwhile, President Joko Widodo asked all citizens, both physically and virtually present, to hold land certificates that have been given by the government, totaling 584,407 certificates in 26 provinces and 273 districts / cities.
Meanwhile, symbolically handed over to 5 provinces at the State Palace. Meanwhile, 21 other provinces witnessed virtually.
“I want everyone to hold it, already hold everything (land certificate)? I try to show it, what is on the screen is also shown, it really has been received, even though I can see that the certificate is already on the screen, if you see everything here, “he added.
Jokowi said that the certificates distributed came from 6.8 million land parcels. Jokowi admitted that the 6.8 million land parcels that were successfully certified were still below the target of around 11 million land parcels. The target was not achieved due to the COVID-19 pandemic which limited the movement of the National Land Agency (BPN) employees.
Based on his calculations, since 2015 there should have been 126 million land parcels that have been certified. It’s just that the facts on the ground are only 46 million. Seeing this fact, giving high targets to the Ministry of ATR / BPN in the land certificate program.
“At that time it was only 46 million, meaning that there are still 80 million that have not been held by the public, I count 80 million if only 500 thousand a year, meaning you have to wait 160 years to hold the certificate. Can you imagine, right if a year 500 thousand is still 80 million, it means that it takes 160 years to complete the certificate and it is held by all ladies and gentlemen, is anyone willing? wait 160 years, “said Jokowi.
The same thing was conveyed by the Minister of Agrarian and Spatial Planning (ATR) / Head of the National Land Agency (BPN) Sofyan Djalil in his report that through the Complete Systematic Land Registration Program (PTSL) 5.4 million land certificates were issued in 2017, 9,3 million in 2018, and 11.2 million in 2019.
“Due to COVID-19 and the refocusing of the budget, in 2020 there were (certificates) as many as 6.8 million plots (of land) realized,” he said. In his report, Sofyan also revealed a number of achievements that have been made by the ATR / BPN Ministry.
According to the President’s direction, said Sofyan, the Ministry of ATR / BPN has carried out a digital transformation, where currently some land services are digital-based, including checking land certificates, electronic security rights, roya, and land value zone information.
“This digitization minimizes disputes, prevents land mafia practices, overlaps certificates, and cuts bureaucracy,” he said.
He added that this year BPN will launch an electronic certificate or e-certificate. “We are currently preparing various infrastructures to support the implementation of digital services, such as validating land books, documents, and compiling various regulations related to electronic certificates,” he concluded.
