Jakarta, The Indonesia Post – Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif stated that until now there are still around 1,600 unlicensed mining locations (PETI) in Indonesia that need to be completed.
“Currently, we identify (PETI) there are 2,741 locations. For smallholder mining areas (WPR), these have already been located in 1,092 locations. There are still approximately 1,600 remaining that need to be resolved immediately,” said Arifin as the keynote speaker at the workshop “Synchronization of Main Mineral Mining Governance from Political, Legal and Security Perspectives in Jakarta, Tuesday.
Arifin stated that the government had taken steps related to the handling of PETI, namely through prosecution through law enforcement, implementing a digitalization system, and formalization through issuing people’s mining permits (IPR) and fostering supervision (binwas).
Apart from that, Arifin also mentioned that the government is synergizing with the Regional Leadership Communication Forum (Forkopimda) or the local government (pemda) to prevent PETI.
The steps taken were to ask the regional government to provide WPR recommendations and facilitate the issuance of IPRs.
“What we really hope is that the completeness of the WPR must be followed by the IPR which is still very small and we ask for elements from Forkopimda to be able to help how this can soon be for the regions to make recommendations for the issuance of their IPR,” said Arifin.
The government is also expanding the scope of people’s mining areas. In Law Number 3 of 2020, community mining activities can be carried out in an area of a maximum of 100 hectares and a maximum of 100 hectares. Previously, according to Law No. 4 of 2009, people could only mine in an area as large as and as deep as a maximum of 25 hectares.
The Ministry of Energy and Mineral Resources also divides two categories of area for each IPR in Law Number 3 of 2020. IPR can be issued to individuals with a maximum area of 5 hectares, while IPR for cooperatives is granted with an area of up to 10 hectares.
“Regarding the management of this illegal mine, it is already in Law Number 3 of 2020, one clause states that the permit for community mining was expanded from 25 hectares to 100 hectares and then asked the provincial government or regional head to provide recommendations regarding WPR- this. Then the WPR will later be coached on how they can carry out mining management properly and also managerially which needs to be completed,” said Arifin. (mhn/bbs)
