South Sumatra Acting Governor: South Sumatra Provincial Government Commits to Implementing SRIKANDI and TTE

Palembang, The Indonesia Post – Acting Governor of South Sumatra Elen Setiadi attended and appreciated the Destruction of Inactive Archives of Regional Apparatus Organizations within the South Sumatra Provincial Government in 2024, Joint Commitment to Implement the Integrated Dynamic Archiving Information System Application (SRIKANDI) and Electronic Signature (TTE) and Announcement at the Beston Hotel Palembang, Thursday, (3/10/2024).

Acting Governor of South Sumatra Elen Setiadi said that this activity was a joint commitment to show the South Sumatra Provincial Government and district/city governments in South Sumatra that archives are an important value in government administration services.

“Today we are Jointly Committed to Implementing the Integrated Dynamic Archiving Information System (SRIKANDI), I convey that all Heads of OPDs must implement a correspondence system by utilizing the Srikandi Application, and this Application will not run if Structural officials do not verify, dispose and sign electronically,” he requested.

OPDs within the South Sumatra Provincial Government are asked to manage archives properly according to the provisions, then carry out filing of past archives that have not been managed, so that it will be known how many archives are managed and it will be known which archives must be submitted to the Archives Service and which archives can be processed for destruction.

“Our goal in destroying archives today is to reduce the volume of useless archives or accumulation of archives, provide a new archive storage place, and secure information for those who are not interested,” he explained.

In addition, Elen also asked the South Sumatra Provincial Government to continue to supervise archives to find out the Government Agency Archives Index in implementing bureaucratic reform. Nationally, the South Sumatra Province Archives Index in 2023, is ranked 10th out of 34 (thirty-four) Provinces in Indonesia.

The implementation of SRIKANDI is an effort by the South Sumatra Provincial Government to realize the Implementation of Presidential Regulation Number 95 of 2018 concerning the Electronic-Based Government System (SPBE) and the Decree of the Minister of Administrative and Bureaucratic Reform Number 679 of 2020 concerning the Application of the Integrated Dynamic Archiving Information System (SRIKANDI).

“The SRIKANDI application will create electronic-based archives that were initially carried out offline to online. Archive storage that was initially stored in the Archive Depot or Physical Storage room becomes storage in a database and sending letters that were initially done manually becomes electronic, “he said.

The Head of ANRI represented by the Main Secretary of ANRI Rini Agustiani, SH., MΜ., ΑΡ., appreciated the South Sumatra provincial government in supervising national archives having an A predicate which means satisfactory and is in the top 10 nationally. However, there are still efforts to make the value very satisfactory.

“Destruction must be in accordance with applicable rules and regulations so that we will only store archives that have utility value. The availability of active archives must be demonstrated to ensure performance accountability,” he said.

The district/city government has the responsibility for identity and self-identity through saving status archives that will form the nation’s collective memory. Archive management is also required in digital transformation through Srikandi which is expected to support better public services.

Meanwhile, the Head of the South Sumatra Provincial Archives Service, Hj. Tarbiyah Yahya, S.Pd., MM., reported that the destruction of archives aims to reduce the volume of useless archives, to provide a new place to store archives, and to secure archive information for those who are not interested.

The destruction of archives currently being carried out is for archives from 2000-2004 with a shelf life of at least 10 years, totaling 42,532 files, originating from 12 (twelve) Regional Devices. Previously in 2023 only 7 OPDs described archives that had no use value.

“Internal Archival Supervision is carried out to measure the Agency’s Archival Index, to realize good and orderly archive management according to archival rules, principles, and standards, and to realize accountability in the implementation of government,” he explained.

The results of the 2024 Internal Archival Audit and have been verified by the ANRI Certification Team, namely 41 Regional Devices. Currently, the realization of the implementation of Srikandi and Electronic Signatures (TTE) is 42 OPDs or 100%.

“The implementation of the Integrated Dynamic Archives Information System is carried out to realize quality and reliable government administration services, realize uniformity and integration of electronic-based Dynamic Archives management, realize clean, effective, transparent, and accountable Governance,” he concluded.

On that occasion, a Certificate of Appreciation was given to OPDs that had managed archives well. This activity was attended by the Head of ANRI represented by the Main Secretary of ANRI Rini Agustiani, SH., MΜ., ΑΡ., Heads of Regional Apparatus of South Sumatra Province, Heads of LKD from 17 Regencies/Cities, and Structural and Functional Officials of Archivists at the South Sumatra Provincial Archives Service Officials.
