South Sumatra Legislative Council Factions Deliver General Views on the 2025 FY Regional Budget Draft Regulation

Palembang, The Indonesia Post – The factions of the South Sumatra Provincial Legislative Council (DPRD) conveyed their general views on the Draft Regional Regulation (Raperda) on the Regional Revenue and Expenditure Budget (APBD) of South Sumatra Province for the 2025 Fiscal Year (TA) at the Plenary Meeting of LC (90) of the South Sumatra Provincial DPRD led by the Deputy Chairperson of the South Sumatra Provincial DPRD; Hj. Kartika Sandra Desi, SH, MM, accompanied by the Deputy Chairperson of the South Sumatra Provincial DPRD; H.M. Giri Ramanda N Kiemas, SE, MM, attended by the Acting Governor of South Sumatra; represented by the Regional Secretary; Drs. H. Edward Chandra, MH, representatives of Regional Apparatus Organizations (OPD) within the South Sumatra Provincial Government and other invited guests, today, September 4 in the Plenary Meeting Room of the South Sumatra Provincial DPRD.

A total of 9 (Nine) DPRD Factions of South Sumatra Province conveyed their general views, starting with the Golkar Party Faction delivered by Lindawati Syahropi, SH., MH, followed by the PDIP Faction; Hj. Rita Suryani, then the Gerindra Faction; Prima Salam, SH, MM, the Demokrat Party Faction delivered by Ir. Muhammad F. Ridho, ST., MT, the PKB Faction delivered by Meri, S.Pd, the Nasdem Party Faction delivered by Dr. Ir. H. Syamsul Bahri, MM, the PKS Faction’s general views were delivered by Firdaus, SH, the PAN Faction delivered by Nyimas Sarah Halim, and ended with the Hanura Perindo Faction’s delivery by Pipa Sardi, SE.

In line with this, the Faction highlighted the Budget, related to Regional Original Income, Regional Expenditure. In terms of regional income, among others, the factions conveyed questions regarding the decrease in income to the South Sumatra Provincial Government, it is known based on the Governor’s explanation at the previous plenary session that the 2024 Regional Income was Rp. 11,422,948,185,458.00 Compared to the 2025 Regional Revenue Budget Draft of Rp. 10,060,185,345,574.00, there was a decrease of Rp. 1,362,762,839,884.00 or 11.93%. Furthermore, Regional Revenue has 3 (three) sources, consisting of Regional Original Revenue (PAD), Transfer Revenue, and Other Legitimate Revenue.

The faction believes that the South Sumatra Provincial Government should be able to spur better increase in Regional Revenue in 2025. Referring to Regional Taxes increasing by 15.44%, Retributions increasing by 30.35%, Regional Wealth results increasing by 4.59% or Rp. 7,605,868,340, and Other Legitimate Regional Original Revenue increasing by 15.59%. These figures must be increased so that the government has sufficient financial reserves for the future for the interests of the Province of South Sumatra.

Furthermore, in order to improve the tax sector, the Regional Government must be able and observant in exploring existing potential, one example of motor vehicle tax which has been implementing a relief or amnesty program since August to December, in its implementation there is a lack of socialization, especially in border areas, many still do not know about it, for that, in addition to manual socialization, it is also better to maximize the use of social media platforms which are considered very effective in conveying information to the public. Then regarding the tax on coal and plantation transportation vehicles, the Faction reminded that there are still many transportation and heavy equipment in the mining and plantation sectors with police numbers outside the South Sumatra region and using subsidized fuel.

In general, the faction requested that income from the tax sector not burden the community and facilitate the process of implementing tax payments, and tax revenues, levies and management of separated assets should carry out innovations based on information technology.

From the spending side, the faction asked for an explanation of the main factors that caused the government to reduce the spending budget, it is known based on the Governor’s explanation at the previous Plenary Meeting that Regional Expenditure in the Draft APBD FY 2025 amounted to Rp. Rp. 10,349,496,422,262, when compared to Regional Expenditure for the 2024 Fiscal Year of Rp. 11,607,259,262,146.00. decreased by Rp. 1,257,762,839,884.00 or 10.84%. Spaces for economic recovery should also be a special concern for the South Sumatra provincial government. Given the wealth of Natural Resources and Human Resources, it requires the government to be able to utilize this.

The faction requested that budget absorption can run according to the planned schedule because activities often seem slow and are carried out close to the end of the year, in principle spending adjustments must be made as an efficient step and prioritize the priority scale of program activities with results that are truly beneficial to the community.

Then the factions conveyed several views related to the fields of Government, Agriculture, MSMEs, people’s welfare, infrastructure development and others, such as suggestions for regional governments that are related to budget spending, including the construction of road infrastructure connecting districts that have not been maximized and many are still damaged and disrupt community activities, related to disaster mitigation, good planning is needed including community education when facing disasters. In the health sector, the faction highlighted the existence of the very dangerous monkey pox virus which yesterday (3/9) was found in 1 suspect in Palembang City so that the Provincial Government continues to monitor and be aware of the spread of this virus.

Closing the views of the factions, they expressed their gratitude to all parties, both the provincial government, the leaders and members of the South Sumatra Provincial DPRD and the community who have collaborated and assisted in carrying out their duties as members of the South Sumatra Provincial DPRD for the 2019-2024 period.

After the delivery of the General Views of the Factions, the Plenary Meeting was adjourned to further provide an opportunity for the executive to prepare answers to the General Views in question, the Governor’s Answer to the General Views of the Factions on the Draft Regional Budget for the Province of South Sumatra for the 2025 Fiscal Year will be delivered at the Plenary Meeting on Friday, September 6.
