South Sumatra Legislative Council Sign Joint Decree on Draft Regional Regulation of PT Bank Sumsel Babel (Perseroda)

Palembang, The Indonesia Post – After going through a fairly long discussion, the Acting Governor of South Sumatra (Sumsel) Elen Setiadi, S.H, M.S.E, together with the Chairperson of the South Sumatra Legislative Council (DPRD) Hj Anita Noeringhati signed a joint decision related to the Draft Regional Regulation of PT Bank Sumsel Babel (Perseroda) which was carried out in the Plenary Meeting Room of the South Sumatra DPRD, Friday (13/9) afternoon.

The XCI (91) Plenary Meeting of the South Sumatra Provincial DPRD was opened by the Chairperson of the South Sumatra DPRD Hj RA Anita Noeringhati accompanied by the Deputy Chairperson of the South Sumatra DPRD Hj Kartika Sandra Desi and attended by the Acting Governor of South Sumatra Elen Setiadi and attended by OPDs, related agencies and invitees.

Spokesperson for Special Committee V of the South Sumatra DPRD Ahmad Toha, S. Pd.I, M. Si. said, after conducting research and discussion and considering the explanatory speech of the Acting Governor of South Sumatra, the General Views of the Factions, explanations and responses of the Acting Governor of South Sumatra and the results of the Working visit in order to consult with the Director General of Regional Financial Development of the Ministry of Home Affairs, comparative studies, and discussing and coordinating with the Bangka Belitung Islands Provincial Government to obtain suggestions and input, as well as visits to the work units of the objects of discussion in order to deepen information related to the discussion material, by considering all opinions and aspirations that developed in the working meeting.

Therefore, Special Committee V concluded that it could understand and agree with the Draft Regional Regulation on PT Bank Pembangunan Daerah Sumsel and Bangka Belitung (Perseroda), with all corrections and improvements as in the attachment as an integral and inseparable part of this Special Committee V report, to be stipulated as a Regional Regulation of the Province of South Sumatra.

In addition, from the results of the discussion of the report material as submitted, Special Committee V provides suggestions and recommendations which are presentations of all the materials discussed as follows:
1. If this Draft Regional Regulation has been ratified and has been evaluated and approved by the competent Government Agency, so that the Board of Directors of Bank SumselBabel immediately implement it by immediately holding a GMS to change the Articles of Association and all matters relating to the nomenclature and form of the new legal entity in accordance with the provisions of applicable laws and regulations.
2. To achieve the intent and purpose of the establishment of PT Bank Pembangunan Daerah Sumatera Selatan dan Bangka Belitung (Perseroda) so that the management of PT Bank Pembangunan Daerah Sumsel dan Bangka Belitung (Perseroda) carries out banking business activities and supporting activities in accordance with the Bank’s strategic plan and the provisions of applicable laws and regulations and is prepared in the form of a Corporate Plan and Business Plan that have been regulated in the Bank’s Articles of Association.
3. To the OPDs that supervise and mentor BUMDs to be optimal and innovative in providing guidance to BUMDs in the context of formulating and determining strategic business policies, strengthening competitiveness and synergy, business development, and increasing the capacity of Bank SumselBabel’s business infrastructure so that its function and contribution to the development of the economy and regional income of the Province of South Sumatra and the Province of the Bangka Belitung Islands are optimal. Acting Governor Elen Setiadi said that in the LXXXIII (83) Plenary Meeting on Monday, May 27, 2024, the discussion of the Draft Regional Regulation had been agreed to be extended, and Alhamdulillah today, Special Committee V of the South Sumatra Provincial DPRD has submitted a report on the results of the research and discussion of the Draft Regional Regulation (Ranperda), as conveyed through the spokesperson for Special Committee V.

Elen expressed her appreciation and highest gratitude for the cooperation and sincere attention of the Leadership and all honorable Members of the Council, especially Special Committee V, who have discussed the Draft Regional Regulation in question Discussion and Research of Special Committee V.

“Therefore, we express our appreciation and highest gratitude for the cooperation and sincere attention of the Leadership and all honorable Members of the Council, especially Special Committee V, who have discussed the Draft Regional Regulation in question,” she said.

On this occasion, Elen briefly explained the Draft Regional Regulation concerning PT. Regional Development Bank of South Sumatra and Bangka Belitung (Perseroda).
He explained that the Draft Regional Regulation on PT. Regional Development Bank of South Sumatra and Bangka Belitung (Perseroda) was submitted as a follow-up to Article 402 paragraph (2) of Law Number 23 of 2014 concerning Regional Government and Article 4 letter b and Government Regulation Number 54 of 2017 concerning Regional-Owned Enterprises.
Referring to this, PT. Regional Development Bank of South Sumatra and Bangka Belitung which has currently been stipulated by Regional Regulation Number 6 of 2000, is not yet in the form of a Regional Limited Liability Company (Perseroda), so a change in legal form is needed.
“This change in legal form as intended has the aim of increasing the role and function of PT Regional Development Bank of South Sumatra and Bangka Belitung (Perseroda) by expanding its operational reach,” he added.

Furthermore, Elen emphasized, it will increase the capital of PT Bank Pembangunan Daerah Sumatera Selatan and Bangka Belitung (Perseroda), Increase the competitiveness of PT Bank Pembangunan Daerah Sumatera Selatan and Bangka Belitung in anticipating (Perseroda) with national, global economic developments, and technological developments;l.

“In addition, it also helps and encourages economic growth and equitable regional development and acts as a custodian of regional money and increases regional income,” he said.

Elen hopes that through the change in legal form to a Regional Limited Liability Company, it will strengthen the synergy between the South Sumatra Provincial Government, the Bangka Belitung Provincial Government and all Regency/City Governments within the South Sumatra Provincial Government and the Bangka Belitung Province.

“After listening carefully to the research report and discussion of the Draft Regional Regulation in question, we have come to a conclusion or final opinion, namely agreeing to provide Joint Approval for the Draft Regional Regulation as mentioned above,” he said.
The Chairperson of the South Sumatra DPRD, Hj RA Anita Noeringhati, appreciated the remarks of the Acting Governor of South Sumatra.

“Hopefully, what we are doing will become an act of worship and receive blessings from Allah Subhanahuwata’ala and be beneficial for the people of South Sumatra,” he said. (ojn/ril)
