Palembang, The Indonesia Post – The Regional People’s Representative Council (DPRD) of South Sumatra Province officially stipulated the Regional Regulation Formation Program (Propemperda) of South Sumatra Province in 2025. A total of 7 Draft Regional Regulations (Raperda) were included in the list, consisting of 4 Draft Regional Regulations proposed by the DPRD and 3 Draft Regional Regulations proposed by the South Sumatra Provincial Government (Pemprov).
This decision was taken at the XCII Plenary Meeting (92) with the main agenda of determining the Propemperda for 2025, which took place on Friday (13/9). The meeting was led by the Chairperson of the South Sumatra Provincial DPRD, Dr. Hj. R.A. Anita Noeringhati, SH, MH, accompanied by the Deputy Chairperson of the DPRD, Hj. Kartika Sandra Desi, SH, MM. Also present were the Acting Governor of South Sumatra, Elen Setiadi, SH, M.S.E, Regional Secretary, Drs. H. Edward Chandra, MH, as well as other officials and invited guests.
In his remarks, the Chairperson of the South Sumatra Provincial DPRD said that the stipulation of this Propemperda refers to Article 101 of Law Number 23 of 2014 concerning Regional Government. The proposal letter for the 2025 Regional Regulation Formation Program has been submitted by the Governor of South Sumatra through Letter Number 188.341/2977/II/2024 on September 11, 2024.
“On September 12, 2024, the Regional Regulation Formation Agency (Bapemperda) of the South Sumatra Provincial DPRD, together with the Legal and Human Rights Bureau and the South Sumatra BPKAD, have discussed the Draft Regional Regulation which is prioritized to be ratified in 2025,” explained Anita.
In his report, the Chairperson of Bapemperda, H. Toyep Rakembang, detailed 7 Draft Regional Regulations included in the 2025 Propemperda. Among them, 4 Draft Regional Regulations proposed by the DPRD include the preservation of clan cultural values, utilization of river channels and inland waters, regulation of irrigation water distribution, and protection and social welfare of the elderly. Meanwhile, the other 3 Draft Regional Regulations are executive proposals, including the Accountability for the Implementation of the 2024 Regional Budget, changes to the 2025 Regional Budget, and the 2026 South Sumatra Regional Budget.
After the report was read, the Chairperson of the Plenary Meeting asked for verbal approval from all participants, who unanimously approved the stipulation of the Draft Regional Regulation. This approval was then stated in a Joint Decree signed by the Chairperson of the DPRD and the Governor of South Sumatra.
The Chairperson of the South Sumatra Provincial DPRD emphasized the importance of synergy between the DPRD and the Provincial Government in carrying out the task of forming regional regulations. He also appreciated the presence of all parties involved in this process.
