South Sumatra Legislative together with the Governor Approve the Draft Regional Regulation on Accountability for the Implementation of the 2023 FY APBD

Palembang, The Indonesia Post – The Legislative Council (DPRD) together with the Governor of South Sumatra approved the Draft Regional Regulation (Raperda) on Accountability for the Implementation of the APBD for the Province of South Sumatra FY 2023, this was stated in the form of a Joint Decree between the DPRD of South Sumatra Province and the Governor of South Sumatra at the LXXXIV Plenary Meeting (84) second level discussion with the agenda of submitting a report on the results of the discussion and research by the South Sumatra Provincial DPRD budget body on the Draft Regional Regulation regarding accountability for implementing the South Sumatra Provincial APBD for the 2023 fiscal year today (3/7/2024).

This joint decision was taken after going through a series of discussions with the factions in the South Sumatra Provincial DPRD where the Governor’s answer was accepted by the factions at the Plenary on June 3 2024, and continued with technical discussions at the Commissions with relevant partners from 7 to 21 June 2024 as well as a consultation meeting of the Commission Leaders with the budget body and the Regional Government Budget Team (TAPD) of South Sumatra Province on June 26 to July 2 2024 and today the Leadership and Council Members held a Plenary Meeting to listen to the report on the results of the Budget Body’s discussion.

The Plenary Meeting was chaired by the Chair of the South Sumatra Provincial DPRD; Hj. RA, Anita Noeringhati, SH, MH, attended by Acting. Governor of South Sumatra; Elen Setiadi, S.H, M.S.E and Acting. Regional Secretary; Drs. H. Edward Chandra, MH, OPD Representatives and other invited guests.

Starting his remarks, the Chairman of the South Sumatra Provincial DPRD expressed his appreciation and thanks to the Leadership and Members of the Commissions and Banggar of the South Sumatra Provincial DPRD as well as to the executive of the PJ Governor and his staff for their support and cooperation in completing discussions on the Draft Regional Regulation on Accountability for the Implementation of the Provincial APBD. South Sumatra FY 2023 was continued by listening to the Banggar Discussion Results Report on the Draft Regional Regulation in question which was read by Antoni Yuzar, SH. MH.

The points from the discussion results of the Budget Agency are essentially that they can understand and accept the report on the results of discussions from Commissions I to V, which in principle accept the Draft Regional Regulation.

Draft Regional Regulation on Accountability for Implementation of the Provincial APBD. South Sumatra FY 2023 along with several suggestions, notes that are of concern to the South Sumatra Provincial Government include suggesting that each Regional Apparatus Organization (OPD) follow up on the recommendations of the Republic of Indonesia Financial Audit Agency (BPK RI) contained in the BPK RI Audit Results Report (LHP) on the Provincial Government’s financial reports In 2023 and appreciating OPDs that have no findings, the Regional Government Budget Team (TAPD) should be more careful in budgeting expenditure plans by synchronizing revenue plans and increasing supervision, coordination and supervision in planning and implementing OPD budgets and other suggestions related to regional budgets.

After reading the Banggar Discussion Result Report on the Draft Regional Regulation, and the Plenary Meeting Participants approved it, the process of signing a Joint Decree between the executive and legislative on the Draft Regional Regulation on Accountability for the Implementation of the 2023 APBD, the draft Decree of which was read by the Secretary of the Provincial DPRD Council. South Sumatra, in the same vein, appreciated all parties who had discussed the Draft Regional Regulation in question and also explained what points had been jointly agreed upon between the Legislature and the executive.
