Palembang, The Indonesia Post – Provincial Legislative Council (DPRD) of South Sumatra agreed on 2 Draft Regional Regulations (Raperda) proposed by the executive in the 2022 Regional Regulation Formation Program (Propemperda) at the XLV (45) Plenary with an explanation agenda for the Regional Regulation Formation Agency (Bapemperda) regarding changes and additions to the Prov. South Sumatra in 2022.
The inaugural plenary session in 2022 was chaired by the Deputy Chairman of the Provincial DPRD. South Sumatra; H.M. Giri Ramanda N Kiemas, SE, MM, accompanied by the Deputy Chairman of the DPRD Prov. South Sumatra; Kartika Sandra Desi, SH, attended by the Deputy Governor; Ir. H. Mawardi Yahya and Pj. Regional Secretary; SA Supriono. The 2 (two) Raperda are:

Raperda concerning amendments to the Regional Regulation of the Province of South Sumatra Number 3 of 2014 concerning the Provision of Incentives and Ease of Investment
Prior to the agreement, the plenary participants listened to an explanation from the Bapemperda Prov. South Sumatra chaired by H. Toyeb Rakembang, S.Ag and delivered by the reporter Drs. H. Solehan Ismail.
“The presence of this regional regulation is highly anticipated to address the legal vacuum regarding construction services. In other words, the presence of this regional regulation will provide legality for local governments to exercise authority in the construction services sub-sector in accordance with applicable laws and regulations,” explained the reporter.
Furthermore, related to the Raperda on Amendment to the Regional Regulation on the provision of incentives and ease of investment, it was stated that:
“This amendment to the Regional Regulation is very important as the implementation of the delegation of higher laws and regulations, namely government regulation number 24 of 2019 concerning the provision of incentives and ease of investment in the regions. So that this Regional Regulation will later refine the previous Regional Regulations,” continued the reporter.
At the end of the report, Bapemperda DPRD Prov. South Sumatra concluded that the Raperda deserves to be added to the 2022 Propemperda, this is after carefully studying the completeness of the Raperda document, listening to the explanations of the proposing agencies and listening to the input of the expert team/expert group of the Provincial DPRD. South Sumatra. After listening to the report, the plenary participants unanimously agreed with the Bapemperda’s conclusion.
The Plenary Agenda was also closed with the procession of signing the DPRD Decree which added the 2 Raperda to the 2022 Propemperda whose draft was read out by the Secretary of the South Sumatra Provincial DPRD; Ramadhan S. Bassheban, S.H. M.M and has been agreed upon by the trial participants. (mhn/ril)
