South Sumatra Legislative Council Fraction Approves the Governor’s Answer to the Fraction’s General View of the APBD Draft Regional Regulation for FY 2024

Palembang, The Indonesia Post – The factions in the South Sumatra Provincial Legislative Council (DPRD) can accept the Governor’s answer regarding the general views of the Provincial DPRD factions. South Sumatra regarding the Regional Regulation Draft (Raperda) of the Provincial Regional Revenue and Expenditure Budget (APBD). South Sumatra Fiscal Year (FY/TA) 2024, after previously the Leaders and Members of the Provincial DPRD. South Sumatra listened to the Governor of South Sumatra’s response to the general views of the faction in question, which was read by the Deputy Governor of South Sumatra, Ir. Mawardi Yahya at the Plenary Meeting, Monday 21 August 2023.

The Plenary Meeting LXIX (69) continued with the agenda of the Governor’s Answer to the General Views of the South Sumatra DPRD Fractions on the Raperda APBD for the 2024 Fiscal Year led by the Deputy Chairperson of the Prov. DPRD. South Sumatra; H.M. Giri Ramanda N Kiemas, SE, MM, attended by the Deputy Governor of South Sumatra; Ir. H. Mawardi Yahya, regional secretary; Ir. S.A. Supriono, Secretary of the Provincial DPRD. South Sumatra; H. Aprizal, S.Ag, SE, M.Si, as well as representatives of OPD (Regional Apparatus Organizations) and other invited guests.

Starting the response or answer the Governor of South Sumatra expressed his gratitude and appreciation to the factions that had submitted responses, suggestions and criticisms, followed by answering questions and suggestions from the factions including:

Responding to the General View of the Golkar Party Faction

Regarding regional taxes and regional levies in the draft regional budget for the 2024 fiscal year, it can be explained that the regional taxes that have experienced a decrease are BBN-KB, PBB-KB, as stipulated in Law Number 1 of 2022 concerning Financial Relations between the Central and Regional Governments, while taxes Cigarettes comply with Minister of Finance Regulations. Meanwhile, the decrease in regional levies was caused by adjustments to the OPD of Regional Levy collectors.

Responding to the General View of the PDI Perjuangan Faction

Regarding the increase in personnel expenditure of 8.45%, it can be explained that the increase in personnel expenditure is for the allocation of additional salaries for Government Employees with Employment Agreements (PPPK).

Answering the General View of the Gerindra Party Faction

Regarding grant funds which have increased to 93.65% compared to the 2023 Fiscal Year Budget, it can be explained that there is budgeting to fund election activities and simultaneous local elections in 2024.

Responding to the General View of the Democratic Party Faction

Regarding the efforts of the South Sumatra Provincial Government to utilize the LRT, it can be explained that the LRT assets belong to the ministry of transportation whose management is directly managed by the ministry of transportation through the South Sumatra Light Rail Management Center. For this reason, the South Sumatra Provincial Government has encouraged the Ministry of Transportation to begin a special Transit Oriented Development (TOD) study to map potential revenues in order to support increased PAD for the South Sumatra Provincial Government.

Responding to the general views of the PKB faction

The decrease in revenue in 2024 is mainly due to the second motor vehicle transfer fee (BBN-KB) not being collected, electric vehicles not subject to PKB & BBN-KB and a decrease in other legal income which is predicted to be minimal.

Answering the General Views of the Nasdem Party Faction

We can explain the assumptions underlying the general policy of the APBD in accordance with the applicable laws and regulations by taking into account the regional financial conditions and the conditions of the people of South Sumatra.

Responding to the General View of the PKS Faction

Related to Government Employees with Employment Agreements (PPPK) is a concern and desire of the South Sumatra Provincial Government so that the PPPK can immediately carry out their duties and is currently completing the final stages of the PPPK administrative process and will soon be scheduled for inauguration.

Responding to the General View of the PAN Faction

We can explain that the South Sumatra Provincial Government will continue to improve education and health services, including improving nutrition for the community.

Responding to the General View of the Hanura Perindo Faction

Thank you for the appreciation that has been given to the process of preparing the 2024 APBD Draft Regional Regulation.

After submitting the Governor’s answer and each faction spokesperson considered that the answer had met expectations, the Plenary Meeting was suspended for further technical discussions on the Commissions with relevant agencies, as well as consultation meetings for the Chairmen of the Commissions with the Budget Agency and the Government Budget Team The Region (TAPD) of South Sumatra Province discussed the Raperda in question, a report on the results of the discussion of which would be submitted by the Budget Agency at the LXIX Plenary Meeting (69) of the upcoming second-level talks.
