Herman Deru Delivers Explanation on Regional Regulation Draft Accountability of Regional Budget and Revenue in 2019

Jakarta, TheIndonesiaPost – South Sumatra Governor H Herman Deru (HD) formally presented an explanation to the Draft Regulation on the Responsibility for the Implementation of the South Sumatra Province Regional Budget for the 2019 fiscal year at the XIV Plenary Meeting of the South Sumatra Provincial (DPRD) or Regional People’s Representative Assembly in the South Sumatra DPRD Plenary Meeting Room, Monday (6/7/2020).

HD said, one of the obligations of regional heads related to regional financial management is to submit a draft Regional Regulation on accountability of Regional Budget and Revenue (APBD) no later than 6 months after the fiscal year ends and has been audited by BPK RI.

“The results of the BPK audit of the 2019 fiscal year financial statements, the South Sumatra Provincial Government has achieved the Fair without exceptions (WTP) opinion from the Indonesian Supreme Audit Board and was submitted to the Special Plenary I Meeting of the South Sumatra Provincial DPRD, Monday, June 29, 2020,” he said.

HD explained, the South Sumatra Provincial financial statements of the 2019 fiscal year illustrate that the value of assets increased by 12.90% from the previous as of December 31, 2018 amounting to Rp. 22,925 Trillion to Rp. 25,872 Trillion.

Then, related to obligations / debts of the South Sumatra Provincial Government with a value of Rp. 305,072 Billion. Towards the realization of South Sumatra’s APBD, it was explained that the income was Rp. 9,280 Trillion or 94.22% of the target of Rp. 9,849 Trillion.

In terms of expenditure in realization in 2019 amounting to Rp.9,618 Trillion or 91.31% of the planned amount of Rp. 10, 533 Trillion. Whereas financing intended for regional capital / investment participation was not realized from the plan of Rp. 3 billion. The contribution of revenue, expenditure, and financing in 2019 shows the existence of more budget calculations (SILPA) of Rp. 349,152 Billion.

According to HD, the South Sumatra Provincial Government has made every effort to increase development according to the priority scale set in 2019.

“Optimizing sources of income and spending efficiency is always a concern so that the regional budget can be used as effectively and efficiently as possible in improving people’s welfare,” he said.

The plenary meeting which can be witnessed also through video conference through the Zoom application was chaired directly by the Chairperson of the Sumsel DPRD Hj. R.A. Anita Noeringhati and also attended by South Sumatra Deputy Governor H Mawardi Yahya.

Also, present and were there the Secretary of South Sumatra Province H. Nasrun Umar, the Assistants, Special Staff, and Expert Staff of the Governor of South Sumatra, as well as the heads of OPD in the Provincial Government. (mhn/rel)
