Jakarta, The Indonesia Post – The Minister of Health of the Republic of Indonesia, Budi Gunadi Sadikin, stated a number of influences from the passing of the Health Law on improving the health service system in Indonesia.
“From the beginning the focus was on treating, to preventing. The government agrees with the House of Representatives (DPR) on the importance of primary services which prioritize promotive and preventive based on the life cycle,” said Budi Gunadi Sadikin when delivering his remarks on the agenda for the Health Bill Plenary Meeting at the DPR RI Building, Jakarta, Tuesday.
The Ministry of Health strengthens aspects of promotive and preventive services according to the life cycle of the community, along with providing standardization of primary and laboratory service networks to all corners of the region.
Budi said the Health Law also made access to health services easier by strengthening referral health services, using telemedicine, providing priority services, to international standard national services.
“The government agrees with the DPR through the provision of infrastructure, human resources, infrastructure, the use of telemedicine technology and the provision of priority networks of national and international standards,” he said.
Budi said the Health Law opened opportunities for the health industry in the country to grow more independently without relying on foreign capabilities.
To support this, the Government strengthens the supply chain from upstream to downstream and sets priorities for the use of domestic raw materials and products, as well as providing incentives to industries that carry out research, development and domestic production.
Budi said, the Health Law presented a health system that was more resilient during an epidemic by preparing health workers who were ready to be mobilized at any time when a disaster occurred.
In the financing sector, said Budi, it will be more efficient, transparent and effective through a performance-based budget that refers to the national health program which is a clear guideline for the central and regional governments.
“The government has agreed to apply performance-based budgeting with reference to the national health program issued in the master plan for the health sector as a clear guideline for the central and regional governments,” he said.

Budi said the Health Law accommodated the distribution of health workers to be sufficient and equitable in all regions through accelerating production and equal distribution of the number of specialist doctors through the implementation of hospital-based or collegium-based specialist education.
“Licensing to practice health workers is faster, easier and simpler through the issuance of a Registration Certificate (STR) which is valid for life without eliminating the function of quality control and competence,” he said.
Budi added, the Health Law protects health workers who are vulnerable to being criminalized, to be specially protected, both from the risk of violence, harassment, and bullying.
Through the Health Law, the Government presents an integrated information system so that everyone can more easily access their health data without reducing the guarantee of individual data protection.
“Health technology is at the forefront by utilizing genomic or biomedical technology for health services, including precision medicine services,” he said. (mhn/bbs)
