Jakarta, The Indonesia Post – President Joko Widodo (Jokowi) revealed two strategies so that the 2023 State Budget (APBN) can generate optimism and can continue to be a growth driver.
“First, the 2023 State Budget is focused on five main agendas, namely first, strengthening the quality of superior human resources who are productive, innovative, and competitive through improving the quality of education and health systems, as well as accelerating reform of the social protection system,” President Joko Widodo in his speech delivering the APBN Bill Fiscal Year 2023 and Financial Notes at the Indonesian House of Representatives (DPR RI) Plenary Meeting for Session Year 2022 – 2023, at the MPR/DPR Building, Jakarta, Tuesday.
The 2023 APBN is also focused on accelerating the development of infrastructure to support economic transformation, particularly infrastructure development in the fields of energy, food, connectivity, and Information and Communication Technology (ICT).
Furthermore, the focus of the 2023 State Budget is to strengthen the effectiveness of the implementation of bureaucratic reform and simplify regulations. Fourth, the implementation of industrial revitalization, by encouraging downstreaming to increase high value-added and export-based economic activities, and fifth, encouraging the development and development of a green economy, and fifth, encouraging the development and development of a green economy.
The second strategy, continued the Head of State, is that 2023 is considered a momentum to carry out quality fiscal consolidation so that fiscal management can maintain a balance between countercyclical capabilities and efforts to control financing risk.
“Fiscal consolidation and reform must continue to be carried out in a comprehensive, gradual and measurable manner. Starting from strengthening the state revenue side, improving the spending side, and managing financing carefully,” he said.
President Jokowi also said that fiscal reforms on the revenue side were carried out by optimizing revenue by exploring potential, expanding the tax base, increasing taxpayer compliance, and optimizing asset management, as well as service innovation.
“Thus, the tax ratio can increase and strengthen fiscal space, while maintaining the investment climate, sustainability of the business world, and protecting people’s purchasing power,” he said.
On the expenditure side, President Jokowi continued, the reforms were carried out by improving the quality of spending through spending control that was more efficient, more productive, and produced a strong multiplier effect on the economy, as well as being effective in supporting priority development programs and improvement public welfare.
“Innovation on the financing side is focused on encouraging flexible financing with prudence through more integrated Government and Business Entity Cooperation (PPP) in infrastructure financing, strengthening the role of Investment Management Institutions, and deepening the state bond market,” he said.
