Jakarta, The Indonesia Post – The Minister of Finance (Menkeu) Sri Mulyani said that the 2023 State Budget (APBN) is a combination of optimism and caution amid the risks of geopolitical pressure, threat of recession, and preparations for the 2024 Election.
The 2023 State Budget consists of a state revenue target of IDR 2,463 trillion and an allocation of state expenditure of IDR 3,061.2 trillion.
“We must use the State Budget and the 2023 Regional Revenue and Expenditure Budget (APBD) to maintain economic performance and protect the community,” said Sri Mulyani in the 2023 National Coordination Meeting of Regional Heads and Forkopimda which was monitored online in Jakarta, Tuesday.
She explained that the optimistic conditions occurred due to the positive performance of the Indonesian economy which included strengthening economic recovery, an expansive strategic sector, improved consumption, investment and trade balance performance, moderate inflation rate, and very positive performance in the 2022 State Budget.
Meanwhile, caution remains in place amid high risks of uncertainty including a slowdown in the global economy, geopolitical tensions disrupting the supply side, aggressive global monetary policy tightening, and the scarring effect of the COVID-19 pandemic.
Therefore, these two attitudes become modalities in increasing productivity for an inclusive and sustainable economic transformation.
The State Treasurer also advised that in implementing the 2023 State Budget all local governments, ministries and institutions remain vigilant and anticipatory of uncertainties.
“The situation in 2023 is marked by a geopolitical problem which is very difficult to predict because it is a military, security and political issue at the global level. However, the APBN and APBD can still be used as tools to continue protecting Indonesia, both its people and its economy,” she said.
Then, she asked that the commitment of all ministries/agencies can be maintained in completing priority programs and overseeing the effective implementation of the APBN and APBD including consistency in strengthening spending better and implementing automatic adjustments optimally.
Then, good governance must also be implemented in the implementation of the 2023 State Budget to avoid corrupt practices and moral hazard.
“Spending and using the budget better will have an extraordinary impact because more than IDR 3,060 trillion will be spent in 2023. We also hope that all central and regional governments will maintain good governance and no corruption so that this will be able to provide maximum benefits to society,” said the Minister of Finance.
